Environmental management politics and practices: an analysis of the management remain of the civilian construction in the city of Belo Horizonte (MG)

Abstract

This paper had the aim to study the practices of the wastes provided by the civil construction implemented by the public power of the city of Belo Horizonte-MG. In such, it was used the case study method articulated to the process of trian-gulation of the techniques of collect of data. The problematic studied, demanded the systematization of a approach of reference that includes some theoretical reflections concerning the relation State, public politics and environmental man-agement. The analysis of the results evidences that the public power of the city of Belo Horizonte articulated and imple-mented a set of politics and practices of management of the wastes of the construction that created a policy network that, besides being for it coordinate, it involves the participation of diverse public and private social actors. It´´´´s about a institutional configuration that has interdependent standards that concretes the wastes control practices in the con-struction. The results of this work also point the economic, social and environmental benefits and the difficulties relative to the process of institutionalization of the practices and politics of environmental management.
