Abstract

Getúlio Vargas, immediately after he undertook the government of Rio Grande do Sul, Brazil, in January 1928, released a finantial program of reforms, the climax of it being the establishment of the State Bank. The present work is an attempt to appreciate several aspects of Vargas' financial policies and to analyze its consequences, particularly with regard to the relation between the state and the local dominant classes. Some historical antecedences that led to Vargas' election, in 1927, are also discussed.
