Decision making and participation and employment public policies: the case of production unities of Natal City Hall's SER programme

Abstract
Considering the idea of citizens' participation in public policies in Brazil, this paper tries to fix the conditions where the payees' participation in taking decision at the núcleos de produção of the subprograma Núcleos de Produção/Incentivo à Criação de Microempresas, Cooperativas e Associações takes place, one of the six subprogramas of the programa SER (Sistema de Geração de Emprego e Renda), employment and income public policy main instrument performed by Natal Municipal City Hall, in the State of Rio Grande do Norte.As an answer to the research problem, it's understandable that the decision procedure created for the núcleos de produção of the programa SER has enabled the dressmaker's participation only in basic levels of decision at the worktime of these núcleos, because their influence possibilities are dazzied by the ability of the coordination of programa SER and subprograma Núcleos de Produção controlling important powerful sources at public organization available resources to núcleos de produção, decision making process, information control and joint with outside environment referring to operating environment from núcleos de produção of the subprograma in analysis.
