Social Participation in the Municipal Conference of Olinda: Mith or Reality?

Abstract

The manifestations occurred in Brazil, in the end of the 80's, started to symbolize the interest in promoting a higher meeting between State and society. The government of Lula brought new hopes for the society that the Public Administration would pass to be developed from a model of societal management, and not more managemental one. So, we intend to analyze if these practices developed by the Ministry of the Brazilian Culture, through the I Cultural Municipal Conference of Olinda, occurred in 2005, can characterize a bigger social participation in the management of the politics of national culture. Our intention was to understand if these practices are being developed from the participation of the federate beings and society together for the elaboration of a national public politics. However, what we could conclude is the current government, although to possess a different speech, to seem not to detach economic neo-liberalism and to search to accomplish the action of the society, stills far from promoting a full social participation. It’s necessary to analyze the Brazilian democratic process in cautious way, therefore it is not easy to share powers, as this case had perceived.
