Replacement of human resources in the Uniform Police of Minas Gerais, Brazil: an alternative to an increase in operating numbers

Abstract

The Uniform Police of Minas Gerais (PMMG) has adopted a modern management approach, using management tools that lead to administrative development. The aim of this work is to investigate the possibility of replacing administrative staff, comprising military officers, by technical and administrative civilians. The study was conducted in a PMMG battalion located in the southwest of Minas Gerais,
Brazil. A survey of those sections in which administrative staff cannot work was carried out, as was quantitative research into the number of police officers who could be replaced. The data were tabulated in the Results and Discussion section and analyzed to clarify whether or not it is advantageous to replace uniform police by civilian administrative staff. The conclusion of this study was that the replacement of officers working in administrative roles by civilian administrative staff is advantageous both because of the possibility of increasing the police force on the streets and for the financial savings accruing to the State.
