Abstract

The author believes that precision in definition is not merely an academic or mental exercise. It has deep ramifications and implications on the whole structure, organization, strategy, style and interface relationships of public enterprise. Firstly, it's necessary to define the public enterprise, because we do require a definition for statistical purposes. Secondly, there are institutions specifically set up to service public enterprises. How is it ever possible for institutions of this type to function if they cannot identify clearly who their clients are? Finally, a definition is an attempt to understand the rationale for and the objectives and goals of public enterprises.
