Abstract
The National Debureaucratization Program initiated by the Brazilian Government in 1979 motivated the author to investigate certain aspects of the proposed process of change. Those aspects included, on the one hand, the new language employed by the Special Minister for Debureaucratization to define and popularize the Program and, on the other hand, the popular reactions and responses that were awakened.
