Rethinking the State for social development: beyond dogmas and conventions

Abstract
Tendo em vista a persistência e o agravamento do problema social nos países em desenvolvimento, abrem-se novas linhas de investigação e retlexão buscando soluções que levem a alterações profundas do papel e da forma do Estado. Este artigo aborda essas novas direções do debate e discute, com base nelas, qual deveria ser o papel do Estado no campo social no mundo em desenvolvimento. O artigo faz uma retlexão sobre tendências para a reforma institucional e do Estado em função desse papel e sobre o tipo de gerência que seria mais indicado para uma performance efetiva do Estado na área social. A análise tem um caráter exploratório e se propõe principalmente a chamar a atenção para a necessidade de renovar substancialmente o conteúdo da agenda de discussão desses temas.
