Abstract

The environmental policy is analysed according to the context: a) of the Brazilian legislation; b) of the national plans of economic development; c) of the basic plans of scientific and technological development. The evolution of an environmental policy dispending efforts in order to define it in the last fifteen years is not significative. The legal instruments have grown in number and quality, without become effective in defending the environment and in

figthing pollution. The national plans of the 70's specified issues better. However,

there are conflicts between plans and their concrete implementation. They

comprise isolated discussions caused by late and insufficient information.
