Some projects of administrative reform in the Federal Republic of Germany

Abstract
Reforma administrativa é algo que, em si mesmo, não tem fim. A possibilidade da reforma não depende apenas, principalmente, da qualidade das ideias e propostas. Fatores políticos, econômicos e sociais do ambiente em que a reforma irá ocorrer devem ser determinantes do sucesso de uma reforma, ou seja, há uma hora certa para a reforma.
A República Federal da Alemanha é um Estado federal. Ações estatais e vida parlamentar ocorrem tanto a nível da federação quanto a nível estadual. A Constituição Federal, que é a lei básica, permite também a autogestão a nível municipal.
Falarei sobre três projetos de reforma administrativa, um para o nível da federação, outro para o nível dos estados e outro para órgãos municipais.
