Public policies and political regimes: Reflections from some Latin American experiences

Abstract
For many years, the Author has been concerned with a necessity to study methodological concepts and directives on deve10ping a strategy for research of public policies in Latin America. Such a study could become a significant path towards analyzing the relationships between State and society, and would supply the indispensable historical perspective for a reconstitution of processes through which appear, develop and are solved the social questions, within the framework of which public policies have a meaning.
