Until now political administration studies have advanced in the direction of the analysis or the history of ideas, instead of the establishment of definitions, concepts, enunciations. Nevertheless, the current stage of discussions includes questionings about the validity of some propositions which are obstructing theoretical and analytical advancements without the a theoretical and methodological framework.
