Social service management in the city of São Paulo (2001-04)

Abstract
This article takes an in-depth look at social service public policy and analyses the case of social service management in the city of São Paulo between 2001 and 2004. This experiment searched for a new paradigm based on implementing rights to social services and on the state¿s social duties. The article also discusses the social-political movement in social service public management, pointing out that the state of the art in social service public policies has been in constant mutation since the 1988 Constitution. It describes how social services have been established as a standard for state policy, in contrast with policy management models for government programs or for management of social actions against poverty or for social promotion.
