Monitoring and enforcement of environmental policy in the state of São Paulo

Abstract
Based on an overview of concepts on environmental monitoring and enforcement policies, this paper analyzes the managerial aspects of these processes in the state of São Paulo. Governmental practices are analyzed through the study of several agencies, their responsibilities, boundaries, and conflicts. Furthermore, the paper lists the agents involved in the environmental agenda and suggests new approaches to public management of this sector.
