Modernization of the State for the social development: important questions

Abstract
This article criticizes the analytical frames traditionally used to analyze the organization of the State in the social field, and suggests an alternative approach. As opposed to the formalistic agenda with which this issue is tackled, a strategic agenda is suggested. From this. it presents guidelines so that the State will be able to face effectively the acute social problems in Latin America. Lastly, it examines the crucial problem of the training of social managers.
