Abstract
The objective of this paper is to analyze the competitive estrategy of public organization with the special case of the Federal University of Santa Catarina Hospital (HU-UFSC). In this analysis, the model proposed by Ohmae is used as a reference where the strategies concepts development are carried out. The analysis is based on documents of a strategy plan and also on interviews wilh lhe hospital board of directors. It is shown that, in spite of the fact that the hospital is a public organization, it is faced with threats and therefore have to compete for the needs of resources, new opportunities and innovation of services.
