Environmental management and local power: the mining problem in the city of São Paulo

Abstract
This paper descrihes one municipal experience of environmental management of mining activies, responsible for significant social and environmental impacts. The city of São Paulo presents a complex array of conflits involving mining and different urban land uses, including neighbourhood disputes and problems with environrnental preservation areas. Municipal laws appliable to mining are not adequate, which bring up difficulties for an efficient management of this activity. The work currently being performed by municipal staff aims to overcome these difficulties in order to reach a more efficient management of mineral resources at the local level.
