Political expediency in the formal agreements for municipalizing education in São Paulo: some evidences

Abstract
The municipalization of certain public services in Brazil has given rise to enthusiastic debates along our political and administrative historical development. This paper intends to evaluate the latest debate, that is, the implementation of a Municipalization Program in São Paulo State High School System, according to the Decree 30.375/89. Important regional differences were not taken into consideration in the implementation of such Program and it has been found out that political criteria prevailed over a more comprehensive perspective of the state educational system as a whole.
