The role of the State in water resources management

Abstract

The role of the State in the market economy is discussed. The concept of the quality of life is introduced as defined by the pattern of consumption, socio-cultural condition and environmental quality. The subject of cost internalization and the effect of diseconomies caused by water pollution and environmental degradation is analyzed. A structure of managing agencies in which the civil society will participate is proposed.
