The new strategy for State reform

Abstract
The article presents a new strategy for State reform, and starting from the study of modem organizational theories, proceeds to analyze the functional distortions extant in the "present State" in Latin America. It endeavours to answer some questions posed on the State format the democratic Latin America is in need now, as a substitute for its present model.
The author ends by proposing a new approach to State reform, suggesting a larger and more comprehensive paradigm, as compared with traditional administrative reform, a model not dependent on governmental acts and decisions, but which derives from the will of society.
