Water resources and conflict management the hydrographic basin of the Paraíba do Sul rive from the water crisis of 2014-2015

Abstract
This paper was conducted in order to analyze the conflicts within the Brazilian hydrographic basin of the Paraíba do Sul river – at the border between the states of São Paulo, Rio de Janeiro and Minas Gerais – from the outbreak of the water crisis of 2014-2015. To this end, we will approach the political and institutional expression of the hydrographic basin and its management mechanisms, taking into account the specificities of the integrated management and shared use of its resources. The paper is based on documentary and bibliographic research, as well as on the news coverage of the conflict arising from the transposing proposal of the Paraiba do Sul river by São Paulo’s government as a solution to the water crisis. Despite all the institutional mechanisms for integrated management and social participation, the conflict was resolved through the Brazilian Supreme Court and the governors of the states, transcending the original ideas of conflict management at the basin level.
