Abstract

The writer studies the major points of two priorities set up by the government, in the beginning of the '80s and up to 1984, as regards changes planned for the public administration: debureaucratization and denationalization of some public services.

Starting from the legal goals, she presents a survey of the main formal characteristics of the National Debureaucratization Program: client or user-oriented; strong social and cultural and closely tied to the Denationalization Program.
