Abstract
O presente trabalho trata, a partir de uma análise empírica de um caso, das possibilidades e limites da ação administrativa do setor público.
A criação e reorganização de agências públicas, bem como o lançamento de novos programas governamentais, enseja uma confiança nos poderes do administrador e uma expectativa de melhor eficácia e eficiência na ação governamental. Traz consigo, ainda, a ideia de implantação de melhores controles.
