Regulation and competitive management in the infrastructure sector: the search for a dynamic balance

Abstract
This paper presents a conceptual and theoretical framework for the understanding of the regulation on infrastructure sectors and the ability of organizations to make strategic choices in search of competitive advantages (competitive management). The paper conceives regulation and competitive management as an action-reaction process in dynamic balance and suggests a tool for its analysis.
