To modernize public organization?

Abstract
As the nature of organizations is basically political, economic, and psychosocial, its modernization must be seen as a continuous educational process involving all of its levels and segments. This educational approach should integrate in its process the technical, political, and behavioral dimensions of organizations. The simplification of organizational structures, procedures, and policies, the rationalization of time and space, as well as the improvement of quality and the social relevancy of goods and services of the organization, are goals that need to be reached by a consistent effort of the organizational's actors who could or not be top managers. Besides, the goals of more efficiency, efficacy, and effectiveness of the productive process only make sense when in a political context so that the practice and relationship of power would be recycled. Instead of the authoritarian-paternal bureaucratic system so much in practice today, an administrative system should be built based on democratic mechanisms and values that could guarantee mutual respect in the working relationship and in the relationship between the organizational agents and the external environment.
