The training and strategic role of development of human resources in the administrative reform

Abstract
This article aims at establishing a retrospective view of the role played by training in the context of three reformative undertakings in the Brazilian Federal Administration. It deals as well with presenting a set of suggestions conducive to positioning training and development of human resources within a strategic dimension, together with new efforts for improving the country's public administration.
