An approach to the Brazilian Technological Innovation Law

Abstract
This article discusses in depth the technological innovation management policies in Brazil, based on the analysis of the consistency of the Technological Innovation Act (Act 10,973, of December 2nd, 2004) and its regulating decree (Decree 5,563, of October 13, 2005). These regulations establish incentive measures for technological and scientific research and innovation in the production environment, in order to qualify and make the country achieve technological autonomy and industrial development. Based on the successful experiences of some countries in implementing industrial and technological policies, the article shows that the approval and regulation of the Technological Innovation Act, despite its deficiencies, represent an important start for promoting the construction of an autonomous technological development model for Brazil.
