University autonomy: implications for federal institutions of tertiary education

Abstract

This paper examines the managerial implications of the proposal of university autonomy - in discussion in the Brazilian Congress - to the life of federal institutions of tertiary education. First, it takes into consideration the insertion of the proposal in the Brazilian State reform Second, it makes remarks about the managerial changes caused by the autonomy, which, among other prerogatives, will allow the federal institutions of tertiary education to: redistribute resources; receive donations; create, organize and extinguish programs; establish general policies for the institution; administrate human resources; define its managerial structure. Third, it discusses the obstacles to implementation, and finally, examines the necessary preconditions to make the changes effective, which will involve mobilization of the university community and a difficult negotiation among different institutional actors about the multiple aspects of organizational life.
