Rethinking and redefining the administration

Abstract
There are countless definitions for administration or management. However, there is no consensus on its nature as a science, art or whatever else. This paper discusses many of the approaches that characterize such definitions and submits a new one, trying to avoid the problems of the previous ones. It also reconceptualizes organization (s) and the administrative functions, and presents a few implications of the new approach and definition.
