Demographic transformations, State responsibilities, and government size

Abstract
It is not easy to appraise the size of governments through international comparisons. Such comparisons are affected by the variables used, institutional differences and the degree of decentralization of government responsibilities. Regional disparities and demographic changes also matter. This paper deals with this question and points some alternatives that are being considered to avoid an increase in government size.
